Charles L. A. Terreni
Charles “Charlie” Terreni has practiced law in Columbia, South Carolina, since 1990. He is a 1990 graduate of the University of South Carolina School Of Law. He earned his B.A. degree in International Studies with a minor in French from the University of South Carolina in 1985.
After graduating from law school, Charlie practiced with Cooper, Beard & Dibble (1990 to 91) and the Dibble Law Offices (1991 to 1995). He served as Executive Assistant to the Lieutenant Governor from 1995 to 1996. In 1996, he returned to private practice, opening the Terreni Law Firm, LLC.
In 2004, Charlie joined the Public Service Commission to serve as the Chief Clerk and Administrator of the newly restructured agency. He held this position until February 2010, when he returned to private practice. He advised the South Carolina Senate during the 2000, 2010, and 2020 decennial redistricting cycles. His practice focuses on matters involving public utilities and alternative dispute resolution.
Charlie was the lead author of the chapter entitled “The Public Service Commission of South Carolina” in South Carolina Administrative Practice and Procedure, 2d Ed., and has been a frequent speaker on practice before the Public Service Commission. He is a 2008 graduate of the South Carolina Executive Institute. He has a Martindale-Hubbell “AV” peer rating and is a FINRA Public Arbitrator.
Charlie served on the Board of Directors of the Greater Columbia YMCA from 2004-2011, the South Carolina Commission on Consumer Affairs from 2004 to 2005, and the Legislative Audit Council since 2015. Born in La Spezia, Italy, he speaks Italian and French. An avid soccer fan, Charlie has coached youth teams and organized many soccer programs in the community. He is married to Patricia Yeatman Terreni; they have two sons, Charles, Jr., and Shand.
Carl E. Bell, Paralegal
Carl earned his B.S. in Political Science from University of South Carolina and an A.S. Degree in Legal Studies from South University, Columbia, South Carolina. He has completed work toward a graduate degree in Counseling at the University of South Carolina Graduate School. He entered the US Navy in 1980, retiring in 2002 from the US Naval Reserves with a total of 22 years’ service. He has lived in Norfolk, VA, Newport, RI; Washington, DC; London, England and Rome, Italy.
While having the advantage to live in Europe for 6 years, he traveled extensively throughout Europe and Africa, Asia and the Middle East. His favorites were Israel (Jerusalem, Bethlehem, the Mt. of Olives, Gethsemane, Galilee, Nazareth, and Haifa) four times; and Rome (The Vatican City) four times.
He has worked in the legal profession for over 35 years – half of that in the US Navy.
He is actively involved in Christian Education (Christian Education Director, Sunday School Superintendent and Sunday School Teacher and Bible Study Teaching and Men’s Christian Teaching) as well as an advocate for the Alzheimer’s Association of Chester, South Carolina. He is a member of the “Back to Eden” Coalition of Columbia, SC, which encourages exercising, healthy eating and living.
